Abstract:
The National Policy on Education is conceived on the basis of the democratic principles of efficiency, equity, accountability and cost effectiveness. To this effect, the education system will be liberalized and decentralized in accordance with the democratic principles of local governance. This calls for a drastic restructuring of the existing highly centralized system. A guiding principle of this document is that in a democratic society the provision of education at all levels can best be effected by strong and vital partnerships between the Ministry of Education and all other providers of education and training. Although much of the focus of this National Policy is on the activities of the Ministry of Education, other government ministry and the non-governmental sector have a vital role to play in "Educating Our Future". The present document will serve as a useful reference for their guidance and information.
